Denver-based PCL Construction, one of the largest general contractors in North America, has officially launched its commercial construction division in the Phoenix metropolitan area. This expansion marks a strategic move to deepen the company’s presence in the Valley, adding to its existing civil engineering operations housed at the Agave Commerce Center in Tempe.
“ Phoenix is a hub of opportunity across aviation, hospitality, commercial and retail development, and we’re excited to bring our deep expertise and innovative approach to support that growth ,” said Cathy Orquiola, president of the Western U.S. division of PCL Construction (Business Journal, 2025). She emphasized that the expansion reflects the company's ongoing commitment to strengthening local partnerships and contributing to the development of vibrant communities.
PCL Construction, which operates as a 100% employee-owned firm, has already been active in the region through its civil engineering arm, primarily working on essential infrastructure projects such as water and waste management. One major ongoing initiative includes Gilbert’s North Water Treatment Facility, with renovations and reconstruction scheduled for completion by January 2027, according to the company’s website.
Leading the new commercial construction division in Phoenix is David Campbell, a 20-year PCL veteran with extensive experience managing high-profile projects across the country. Campbell brings to the Valley an impressive portfolio, including overseeing the construction of the $5 billion American Dream megamall in New Jersey, which features a Nickelodeon theme park, NHL-regulation hockey rink, water park, indoor snow park, and more than 3 million square feet of retail and entertainment space.
Campbell also managed the renovation of the Ritz-Carlton Beach Resort in Naples, Florida, and will now focus on growing the Phoenix office. “We are established and ready to perform work. We’re looking to grow our team quickly... We have the shared resources and have full access across [PCL Construction] systems,” Campbell said (Business Journal, 2025).
While the office currently has a modest staff of three, hiring is expected to ramp up as more commercial projects in the Valley break ground.
With over 32 office locations across the United States, Canada, Australia, and the Caribbean, PCL Construction maintains a strong international footprint. Though headquartered in Edmonton, the company’s Denver-based U.S. operations continue to expand into key high-growth markets like Phoenix, recognizing the region’s potential for commercial development.
